The thing is that these 'bunker busters' are no garuntee of anything because, these sites being secret and underground, the US would have to drop hundreds of these

also, a direct US intervention would garuntee a renewed anti US insurgency in Iraq and possibly elsewhere, a bad move that achieves nothing -- of course that never stopped trump before
