it's not unusual for governates in the various territories of the US to engage in a process whimsically named "Gerrymandering". that means arranging voting areas so politicians funded by oligarchs "win" elections despite having less overall support of the populace

Often the most pro-government voices in the American parliament are those from the most heavily gerrymandered districts

these lines do not follow any geographic or political boundaries but instead serve to isolate groups that would otherwise vote in reformist politicians
